In New Delhi, Major Kabir Dhaliwal shocks the system by killing RAW agent V.K. Naidu instead of his assigned target, terrorist Farid Haqqani. Branded rogue, Kabir is hunted by his former protégé, Captain Khalid Rahmani, despite their complicated past. Years earlier, Kabir had reluctantly mentored Khalid, haunted by the betrayal of Khalid’s father, Major Abdul Rahmani. As trust slowly formed, their unit exposed a mole: agent Saurabh. In a bloody betrayal, Saurabh fled, but not before murdering teammates and fatally wounding Khalid.
In the present, Kabir's assassinations appear treacherous, but he’s covertly dismantling a terror plot tied to Rizwan Ilyasi, a plastic-surgery-altered mastermind. When Khalid reemerges, Kabir unknowingly partners with him, only to discover it's Saurabh in disguise. Poisoned and betrayed, Kabir survives, tracks Saurabh and Ilyasi to the Arctic, and unleashes a final attack. After a brutal fight, Kabir kills Saurabh and avenges Khalid, whose sacrifice is honored by the nation.
In the end, Kabir rejects the system, realizing corruption runs deep, and chooses freedom. He fulfills a promise to a fallen ally, surfing with Ruhi, as a new mission awaits.
