In the late 1990s, Pushpa Raj, a proud and ambitious labourer, enters the red sandalwood smuggling world, working under the ruthless Konda Reddy. Proving his cunning, Pushpa rises through the ranks by outsmarting police and innovating smuggling techniques. Entrusted with a major consignment by Mangalam Srinu, the syndicate leader, Pushpa earns a dangerous reputation, especially when he exposes Srinu’s embezzlement, though he chooses silence, knowing the stakes.
Pushpa falls for Srivalli, a milk vendor, but their engagement is marred when his half-brother humiliates him, revealing his illegitimacy. Shaken, Pushpa vows to build his own legacy. After rescuing Srivalli’s father and paralysing Jaali Reddy for threatening her, Pushpa is nearly killed by Konda Reddy but saves his life from Srinu’s assassins, mending their alliance. Konda Reddy dies, and MP Siddhappa Naidu appoints Pushpa to lead the syndicate, displacing Srinu. As Pushpa prepares for marriage, new cop Bhanwar Singh Shekawat mocks his origins. On his wedding day, Pushpa humiliates Shekawat, proving his worth lies in self-respect. But with Shekawat vowing revenge, Pushpa tells Srivalli: This is just the beginning.
